Can my non-EU company get registered for VAT in Bulgaria and then sell goods/services to individuals located in another Member State of EU?

Yes, that is possible using Accredited (Fiscal) representative for the VAT registration in Bulgaria and then applying the One Stop Shop platform (OSS/IOSS) of EU. There are different 3 scenarios here:

1. For goods located in EU, the non-EU business registered for VAT in Bulgaria will apply the Union Scheme of OSS
2. For goods located outside EU, the non-EU business registered for VAT in Bulgaria will apply the IOSS
3. For services rendered to individuals within EU, the non-EU business registered for VAT in Bulgaria will apply the non-Union Scheme of OSS
